Actually, it looks like he rested the rock on the ledge, leaped off, and used his own velocity traveling away from the bridge to pull the rock into freefall. This would give Mr. Newton quite the head start.
Ah, Sir Isaac, knowledge of Gravity alone isn’t enough. You need to learn about elasticity, momentum and a whole bunch of other stuff before you can invent bungee jumping.
Galileo tried to disprove Aristotle’s theory that heavier objects of the same material fall faster than lighter ones… The heavier objects don’t fall faster, they just hit harder.
(Although, lighter ones are more easily affected by extra factors, such as wind. With rocks shouldn’t count for too much though.)

Newton reaches a faster terminal velocity because of the sheer density of his depression.
Or he just jumped off the bridge and drug the rock with him. Its not falling slower, its falling later.
